It is said to mark a “significant step forward” in addressing gambling-related harm across the continent, facilitating relationships between representatives from a number of countries both inside and outside Africa.

However, that responsibility does not lie with the Central Bank. It is the role of the Secretariat of Prizes and Bets to monitor and regulate the sector. The order requires Raja to disclose assets worth more than £10,000 ($13,000) and limits his personal spending to no more than £5,000 ($6,700) per week without explicit consent from MFS administrators.
The UK’s Financial Conduct Authority (FCA) subsequently launched an enforcement investigation into MFS.
Raja’s appetite for high-stakes gambling predates his emergence as a prominent property lender. The Times reported last month that he was declared bankrupt in March 2005 with debts totaling around £350,000 ($470,000), a portion of which was owed to casino operators.
